Is it illegal to publish a changed picture in an opinion article?

In journalism, is it illegal to publish a picture that has been changed or defaced in an opinion article? For example: If someone wrote an article about how they didn't like Justin Bieber and jokingly drew a mustache on his picture and featured it in the article.Is it illegal to publish a changed picture in an opinion article?
Uh, no. They would have to explicitly label it as a photo illustration (illustration denoting that it had been modified), but it certainly isn't illegal. The only time you run into problems is when you run edited photos as if they were straight news images. THAT, while not illegal, is highly unethical and will get a photog fired in a heartbeat.Is it illegal to publish a changed picture in an opinion article?
