How do i get the system administrator to enable my display setting for i can change pictures on my screen?

the system administrator has disable my launching display setting.How do i get the system administrator to enable my display setting for i can change pictures on my screen?
i am assuming the computer is yours. you can log into the administrator account if you boot it up in safe mode. to do this, restart your computer and hit f8 (most common) or another function key when your screen shows the computer manufacturer name (mine will say HP). this screen shows up before the loading screen. (with the moving bar) if it doesnt boot in safe mode, turn your computer off and dont touch anything. once it boots in safe mode, you will see an account called administrator. log in, and give your regular account administrative priveleges. (control panel%26gt;users) reboot normally and change your display settings. if it is not your computer, ask the owner of the computer very politely to change it for you.How do i get the system administrator to enable my display setting for i can change pictures on my screen?
If it is disabled by group policy there is nothing you can do to avoid the settings. The only way is to email your sysadmin asking for the change.
