Changing coloring in recordings and pictures?

So i know on word you can change the coloring to a different color (but you can't save it as a picture only as a word document) But how do you save a recording with a new coloring? Like i see people that have videos and they turn different colors. Also, it would be great if you included how to change picture colors but videos would be more help.

Try using GIMP. That will allow you to tint the image (fairly easy) or change the background (a little more difficult). For video, it's more difficult still. You can look at Kino, or some other video editing program.
