start %26gt; All programs %26gt; Accessories %26gt; Paint

Open them in windows paint program. Click on image %26gt;stretch skew ( give a number smaller, say 50, 50 in the box front of stretch, Horizontal and vertical) press OK. Then save it as jpeg file with another name so that your original file remains intact. Check the final size of the image after saving. Repeat the procedure with the original image if you want it still smaller or bigger, by reducing or by increasing the stretch value.
try saving it as jpeg opposed to other files as they may take up more space
I'm guessing you'll need to do this on more than one picture, so here's the method I use: a little free utility from Microsoft called Image Resizer: http://download.microsoft.com/download/w

Just download the file, install the program, then right-click on the file you want to resize, and click ';Resize Images';.

Really easy to use, and works well if you have multiple pictures selected.
You need a picture editor (eg. try the excellent free ones from www.faststone.org), and then either a) change the actual size of the picture (ie. number of pixels), and/or b) reduce the quality / increase the compression. (The latter if the image is already in a compressed format such as JPEG or TIFF; if it's still in a raw bitmap state, then obviously convert it to a compressed format first.)
Get the free graphics program called irfanview. It will resize pictures and save them in any of several types of images, inlcuding JPG, PNG, GIF. I have been using it for years - it's free, easy and does everything I need as far as resizing.

I think their website is irfanview.com
You will need to compress it but you need special software.
