Or maybe can GIMP or XARA do this ? How ?

If you are using corel draw then open your picture in corel trace set the picture as fine as you want. Click done another window will open tracing your picture, copy all take it to corel draw. Now you can change the colors and size shape of the picture the way you want because its vector now.
