How do i change a pictures KB without affecting the pixels?

i need to upload an image onto a message board, it says the pixels can not exceed 80x80 pixels, but the file size can not be bigger than 6KB...how is this possible?? i can only get my pictures to be like 40x40 pixels with a 6KB size..what can i do?How do i change a pictures KB without affecting the pixels?
